Dumpster Rental in Hillsborough, NC

Hillsborough is about 21 miles from our yard — roughly a 35 minute run. It is the closest town to us of any we serve, which means short notice is usually workable here even when it isn't elsewhere.

The town is really two jobs in one. There is the historic core, where the houses are two hundred years old and the streets are narrow, and there is the new construction going up on the edges. Those need very different containers and very different placement plans.

Where your debris actually goes

Orange County closed its landfill on Eubanks Road in 2013. Since then nothing gets buried in this county — waste is trucked to a transfer station in Durham and landfilled out of the area. That hauling distance is priced into every container in Orange County, ours included.

The county's Waste and Recycling Center on Walnut Grove Church Road is the Hillsborough-area drop-off, and it is worth knowing what it will and won't take before you count on it:

• ●Residential only, with proof of residency — no business or commercial waste
• ●Construction and demolition debris capped at 60 cubic feet per household per day. That is about 2.2 cubic yards, or roughly one pickup load — a 15-yard can holds about seven times it
• ●Hired contractors cannot use the centers at all, even hauling a homeowner's debris

The recycling ordinance that catches people out

Orange County has had a Regulated Recyclable Materials Ordinance since 2002, and it has real teeth. Clean wood, scrap metal, and corrugated cardboard from a construction project have to be separated out and recycled rather than landfilled. Every building permit issued in the county comes with an associated Regulated Recyclable Materials Permit.

Enforcement includes jobsite inspections and double tipping fees on mixed loads. Orange County also licenses waste haulers: any vehicle at or above 9,000 pounds gross weight hauling clean wood, metal, or cardboard in the county has to be registered. Ask any hauler you're considering whether they hold that license.

Permits and placement

On your own driveway or lot, you generally do not need a town permit for a container. The rules below apply to the public right-of-way — the street, the curb strip, the sidewalk.

Hillsborough does not publish a standalone dumpster or encroachment permit. We went through the town’s permits and licenses index and its Public Infrastructure page: the right-of-way permits listed there cover driveways and utility cuts, and there is nothing posted that covers a container parked in the street. That does not mean anything goes. Call Hillsborough Public Works at 919-296-9601 before the drop and ask. In the historic core, where the streets are genuinely tight, this comes up more often than people expect — tell us early if street placement is the only option and we will plan the drop around it.

One thing that surprises a lot of Hillsborough homeowners: the town does not issue building permits. Orange County does. The town handles historic district, zoning compliance, special events, and public infrastructure permits.

Working in the historic district

The Hillsborough Historic District Commission reviews exterior changes within the district, and a Certificate of Appropriateness is required before exterior work begins. Minor works can be approved by staff; ordinary maintenance and repair are exempt; larger exterior work goes to the full commission.

To be clear about what that does and doesn't cover: the dumpster is not the thing being reviewed. The renovation it serves is. If you are re-roofing or replacing siding on a house in the district, get the COA sorted for the work itself — the container is a separate question, and on your own property it is usually not a town matter at all.

What we haul here

Two distinct streams. Roughly two thirds of Hillsborough homes are owner-occupied, and the historic district alone holds more than five hundred contributing buildings from the late 1700s through the early 1900s. That means roof tear-offs, siding, window replacement, and plaster-and-lath interior demo on old houses.

The other stream is new construction. Collins Ridge is approved for 950 dwellings, Waterstone South is in the pipeline, and the town settled a rezoning in March 2026 for roughly 67 townhomes off U.S. 70. That work produces a completely different kind of debris — bulky framing scrap, packaging, and drywall offcuts rather than dense demolition waste.
